The New Urban Agenda telah menempatkan “budaya dan pusaka (heritage) sebagai komponen prioritas rencana dan strategi perkotaan, melalui adopsi instrumen perencanaan, termasuk master plan, pedoman zonasi, dan kebijakan pertumbuhan strategis yang melindungi beragam aset dan lanskap budaya berwujud (tangible) dan tidak berwujud (intangible) dan mengurangi dampak pembangunan yang merusak.”

Tapi bagaimana kita menerapkan instrumen perencanaan ini? Bagaimana kita melakukan “inventarisasi komprehensif” dan pemetaan aset “berwujud dan tidak berwujud”?

Surabaya Kota Tua telah lama telah mengalami berbagai percobaan pengembangan pariwisata dan heritage. Dibagi menjadi wilayah Arab, Cina, dan Eropa, daerah ini sebenarnya mewarisi kebijakan pembagian ruang berdasarkan ras yang diterapkan pada masa penjajahan Belanda. Hal ini menimbulkan sejumlah kerumitan dalam proses pemetaan, analisis, apalagi cetak biru dan pedoman zonasi. Apalagi, proses pemetaan dan perencanaan seringkali terlalu fokus pada wujud bentuk ruang dan materi untuk mencapai citra tertentu yang dianggap menarik (terutama untuk pariwisata).

Namun, aspek kurang terlihat seperti layanan dasar publik (khususnya transportasi) dan hubungan sosial-ekonomi jarang dipertimbangkan, meski ada banyak praktek, perhitungan, dan persimpangan yang penting, lintas budaya, saling terhubung dan bergantung. Acap kali ini hilang dalam eksotisisme dan pengkotakan yang sering mengabaikan interaksi lintas budaya, dan bahkan berpotensi melanggengkan stereotipe etnis dan agama. Dalam presentasi ini, warkamsi maupun peminat yang telah terlibat dalam pendokumentasian dan pemetaan Kota Tua akan mempresentasikan temuan-temuan mereka, untuk mempertimbangkan berbagai potensi, tantangan, dan ketegangan tersebut.

The New Urban Agenda has placed “culture and heritage as a priority component of urban plans and strategies, through adoption of planning instruments, including master plans, zoning guidelines, and strategic growth policies that safeguard a diverse range of tangible and intangible cultural assets and landscapes and mitigate the disruptive impact of development.”

But how do we implement these planning instruments? How do we conduct a comprehensive inventory and mapping of these tangible and intangible assets?

Surabaya Kota Tua (Old Town) for long has been subjected to various experimentations of heritage and tourism development. Divided into Arab, Chinese, and European quarters, the area has inherited the spatial and racial divide implemented and legally enforced during the Dutch colonial period. This raises a number of implications in creating a comprehensive inventory, a mapping of assets, let alone master plans and zoning guidelines. The planning frequently focuses on the spatial and material reproduction to attain certain urban images deemed attractive for tourism, but rarely on the improvement in less visible aspects such as basic public services (particularly transport) and socio-economic relationships.

These dizzyingly complex but vital inter-dependent practices, calculations and intersections also question the exoticisation that often overlook cross-cultural interactions and even exacerbate ethno-religious tensions. The presentation brings the work-in-progress of young local researchers who have been involved in documenting and mapping the Kota Tua, to consider various potentials, challenges, and tensions.

About the speakers and organisers: Discussants: Marco Kusumawijaya (Rujak Center for Urban Studies), Ahmad Rifai (Kotakita Foundation), and Municipal Planning Agency (Bappeko) staff. The project is part of our 6-month Citizen Urbanism project to strengthen knowledge production and social participation in cities. Organised by Ayorek! C2O library & collabtive, in collaboration with Rujak Center for Urban Studies, Kotakita Foundation, ARA Studio, MENARA Research Center of Arab Ancestry in Indonesia.
